ADVISORY BOARD ON COULEE DAM

COLUMBIA RIVER SALMON ARE SAFE
   .... Oregon has registered another protest against construction of the Grand Coulee power dam at Seaton's ferry in the Columbia river, this time through her fish commission, Thomas A. E. Lally, chairman of the Washington game commission, has advised James O'Sullivan, secretary of the state Columbia basin commission.... All question about possible harm resulting to the salmon industry is believed to have been solved with the bureau of fisheries, of which Frank T. Bell, former secretary to Senator C. C. Dill, is commissioner.... Frank E. Banks of Denver, reclamation engineer assigned to this Grand coulee final engineering studies and surveys, is expected to start actual work by August 10. Governor Martin will send the $50,000 first installment of the $377,000 for surveys to the Denver headquarters as soon as the money is available.  Engineer Banks will open his first headquarters in the Civic building. He proposes to establish a drafting office near the dam site, and a field headquarters either at Almira or Coulee City. The survey work will employ between 150 and 200 men until about Christmas, when actual preparation of plans for the project will start in Denver headquarters of the reclamation bureau....

   Frank T. Post, president of the Washington Water Power company, sees increased profits for the company through federal approval of the Grand Coulee dam and the promised inflow of $63,000,000 of public works money during the next five years....

   Spokane looked forward today to a victory banquet in honor of Senator C. C, Dill and in celebration of President Roosevelt's authorization of a federal expenditure of $63,000,000 for construction of the Grand Coulee dam....

J. HOOVER HEADS PROHIBITION UNIT

   WASHINGTON, July 29--Attorney General Cummings today appointed J. Edgar Hoover director of the division of investigation created by the president's order for federal reorganization.
   The president's order merged all prohibition investigative activities with the regular bureau.
   John S. Hurley, assistant director of prohibition enforcement, will be the assistant director of investigation in charge of prohibition work.
