A Umatilla County grand jury Tuesday determined Kelly did not commit murder when he shot and killed Daniel Leonard Dechand the afternoon of Feb. 4 near Hermiston. “Substantial evidence” showed Kelly acted in self defense, according to a detailed statement from Umatilla County District Attorney Dan Primus.
